[Monorail] Reindex a bigger batch of issues on each task run. This cron task runs each minute. Processing up to 100 issues usually takes only 2 seconds. We sometimes fall behind and take a long time to clear the queue, so let's try doing 1000 per minute. Tests still not getting picked up by test.py? Double-check to make sure you have init.py files in each directory of your module so Python recognizes it as a package.
