Fix py3 build issue with the android build server. There was a code path in the Android build where, if you were building using the Android build server, we'd hit a bytes/string issue that you wouldn't see otherwise (and we wouldn't see on the bots). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
