Use UserConfig to load platform in SkImageGeneratorCG.h

When building on mac with the Android build system, defining the correct
mac constant SK_BUILD_FOR_MAC must happen through SkUserConfig.h. This
can be done through SkLoadUserConfig.h which also includes SkFeatures.h.
