ScrollbarThemeOverlay is used by Android and optionally by Aura or GTK+.
Future work:
Perhaps try to consolidate the various overlay scrollbar classes so Mac and non-Mac can share.
Once Windows switches to Aura, we can remove ScrollbarThemeWin and ScrollbarThemeNonMacCommon.
