s390x: use generic ioctl.h s390 can use the generic ioctls definitions other than FIOQSIZE (like arm). this fixes some missing ioctls and two incorrect ones: TIOCTTYGSTRUCT and TIOCM_MODEM_BITS seem to be defined on frv target only in linux.
