[fuzz] Don’t mess up with the fuzz target Enable the sanitizers on a different binary and keep the fuzz target alone since sanitizers will selectively be enabled by OSS-Fuzz build. See https://github.com/google/oss-fuzz/pull/615#commitcomment-22172161
