Start using Test PyPI (closes #183) (#200) Start using TestPyPI again as I now have access to the `idna` project in the TestPyPI repository. Fixed incidental failures since last commit, mostly derived from Ubuntu 20.04 no longer being available on Github for test running (needed for Python 3.6), and Python 3.7 needs designation to run on Ubuntu 22.04.
