Use the server process context for the stash

wpt serve selects a multiprocessing context for its server processes, defaulting to spawn, but starts the stash manager with the platform default instead. On Linux before Python 3.14 that default is fork, so the stash inherits unrelated open sockets and can keep their ports occupied after the parent closes them.

Pass the selected context to StashServer as well, so the stash follows the caller's process-start policy along with the HTTP and WebSocket servers.

Co-authored-by: codex <codex@openai.com>
",
