Cleanup - Rewrite table description in correct English and reword a bit - Rename he.utb to he-IL.utb to highlight that it is specific to Israel - Also express this in the metadata - Create new he-IL-comp.utb table instead of replacing Adi Kushnir's table because it might be still relevant - Add reference to World Braille Usage - Merge he-uncontracted.yaml and he.yaml into he-IL.yaml - Select tables through metadata in tests - Add NEWS entry
