qscheduler: implement request batcher This CL implements a single-scheduler Batching class, that batches AssignTasks and NotifyTasks requests so that many of them can be performed in a single datastore transaction. Tests still not getting picked up by test.py? Double-check to make sure you have init.py files in each directory of your module so Python recognizes it as a package.
