[trcium] Clean up TODOs to update point of contact. The name after the TODO is meant to be a point of contact for anyone curious about the thing to do. This CL changes Emma and Diego's TODOs to point to me, and deletes TODOs that I'm not clear about. Tests still not getting picked up by test.py? Double-check to make sure you have init.py files in each directory of your module so Python recognizes it as a package.
