[Monorail] Import pRPC library in mr-chart In crrev.com/c/1344857 I missed converting mr-chart from window.prpcClient to importing it asynchronously. This CL fixes that. Tests still not getting picked up by test.py? Double-check to make sure you have init.py files in each directory of your module so Python recognizes it as a package.
