Replace luci-go infra/config branch with a placeholder README Other project configs have been moved from here to infra.git. This LUCI project can be removed after tricium config is moved. The config is moved in: https://chromium-review.googlesource.com/c/infra/infra/+/2806172 Since the branch is no longer necessary, everything can be removed. To retain branch history, instead of deleting it, we can just leave a README. It contained config for luci-go, which should now be at: https://source.chromium.org/chromium/infra/infra/+/HEAD:infra/config/subprojects/luci-go.star
