scheduler: fail in gitiles trigger if at least one ref wasn't matched.

Ensures gitiles trigger jobs don't succeed when either:
  * configured watched refs are incorrect, OR
  * Git/Gerrit ACLs don't allow LUCI Scheduler to read relevant refs.

Deploying this change will result in partially misconfigured gitiles
trigger jobs not emitting any triggers until fixed.

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

Contributing

Contributing uses the same flow as Chromium contributions.
