cq: move validation of legacy cq.cfg to luci-go.

This copies old validation.go and validation_test.go from
infra_internal repo @ af21be5aa1b12e96467061f5b9ee935b93758c2d
(see patchset 1) and adapts it to luci-go environment.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

Contributing

Contributing uses the same flow as Chromium contributions.
