cq: move validation of legacy cq.cfg to luci-go. This copies old validation.go and validation_test.go from infra_internal repo @ af21be5aa1b12e96467061f5b9ee935b93758c2d (see patchset 1) and adapts it to luci-go environment. LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:
fetch infra cd infra/go eval `./env.py` cd src/go.chromium.org/luci
Contributing uses the same flow as Chromium contributions.
