[milo] change directory structure to suite SingleUI better

1. Put all shared components/utility functions under common/
2. Move some page-specific components to pages/
3. Remap all project/src imports to @/
4. Modify eslint rules to sort imports alphabetically.
5. Moved the implementations in  ${component}/index.ts to
${component}/${component}.ts (e.g. build_page/index.ts to
build_page/build_page.ts). This makes it easier to distinguish editor
tabs when developing.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
