[buildbucket] Move config protos https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/1538305 made it hard to compile protos to python because project_config.proto imports common.proto and protoc cannot generate relative python imports. Move config protos to the common proto dir. There is no strong reason to keep them separate. LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:
fetch infra cd infra/go eval `./env.py` cd src/go.chromium.org/luci
Contributing uses the same flow as Chromium contributions.
