[buildbucket] Move config protos

https://chromium-review.googlesource.com/c/infra/luci/luci-go/+/1538305
made it hard to compile protos to python because project_config.proto
imports common.proto and protoc cannot generate relative python imports.

Move config protos to the common proto dir. There is no strong reason to keep
them separate.
