[config] Reduce processing rate from 5/s to 4/s. We are still getting HTTP 429 from Gitiles, though only one or two per refresh cycle (compared to like 100). Reduce the processing rate slightly more in attempt to get rid of them. 4/s is still 8x larger than the theoretical minimal rate needed to process 300 config sets each 10 min. LUCI is an ensemble of services that work together to run large scale CI (continuous integration) infrastructure to get results in O(1). It is used by the Chromium project.
