[config] Reduce queue processing rate by 4x to avoid hitting gitiles quota. Reducing the rate from 100/s to 20/s in the previous CL helped, but didn't eliminate HTTP 429s completely. Reduce the rate even more to 5/s. This limit is still 10x more than the theoretical minimum given our number of config sets, so it should be fine. LUCI is an ensemble of services that work together to run large scale CI (continuous integration) infrastructure to get results in O(1). It is used by the Chromium project.
