[python3] make test _runner command py3 compatible Make `test _runner` cmd be able to run in py3 env. After this CL, users can specify `PYTHON_VERSION_COMPATIBILITY` in their recipes and run both py2 and py3 simulation tests at the same time. Note: don't set RECIPES_USE_PY3 sys env, as `test run/train` cmds aren’t ready yet. Recipes are a domain-specific language (embedded in Python) for specifying sequences of subprocess calls in a cross-platform and testable way.
They allow writing build flows which integrate with the rest of LUCI.
Documentation for the recipe engine (including this file!). Take a look at the user guide for some hints on how to get started. See the implementation details doc for more detailed implementation information about the recipe engine.
