Add reload button on chrome://extensions item details view. Adds a reload button to the item details page at chrome://extensions with the same behavior as the existing button on the item list. The logic between the two has been shared, other than the reloading state which would be significantly more complex. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
