Reduce error in unittests to 0 for Intel

Most conversion tests exactly match on Intel, so
reduce max diff to zero for Intel and leave at 4 for
ARM using a macro.

libyuv is an open source project that includes YUV scaling and conversion functionality.

  • Scale YUV to prepare content for compression, with point, bilinear or box filter.
  • Convert to YUV from webcam formats for compression.
