Don't require environment variables during install if
--force is specified.

On the buildbot we set these environment variables after install.

Also remove check for write access tousers addin folder.
For one thing it might not exist at this point in code.
Whats more I think its a fair assumption that the use
can write to his own "My Documents" folder.
