[api] Strengthen GC second pass callback API guarantees Previously, processing second pass callbacks could have been called recursively, and depending on the source of the GC, either with the ability to call into JS or not. Make the behaviour consistent by a) no iterating over the second pass callback list when we are already doing so and b) explicitly allowing JS execution.
