libweave: To support for xmpp cloud_devices_test channel

TEST=OOBE performed on cloud_devices xmpp channel. Performed the
xmpp switch between the cloud_devices_test to cloud_devices.
device is establishing the xmpp connection on cloud_devices_test
channel but APP shows the device offline. When the xmpp channel
switched to cloud_devices then APP shows as online.
