Change vp9_get_encoder_config.

Add vp9_dump_encoder_config for config comparison.

This function will generate the same VP9EncoderConfig used by the
vpxenc command given below.
The configs in the vpxenc command corresponds to parameters of
vp9_get_encoder_config() as follows.

WIDTH:   frame_width
HEIGHT:  frame_height
FPS:     frame_rate
BITRATE: target_bitrate

INPUT, OUTPUT, LIMIT will not affect VP9EncoderConfig
