VP8 parameter tweaker: New structure This structure should be easier to maintain, encapsulate the codec-specific issues better, and allows unit testing. It is also in a subdirectory, so it does not clutter up the main directory. The reporting scripts are still missing. Change-Id: Icdb01fae763ba51aa399b069778b14d14079d61a
