Adding a VP8 encoder that uses fixed QPs that can be different between frame types. Added an installer that patches the VP8 encoder to support these parameters, and creates a separate binary (vp8-mpeg) for it. Added scripts for listing all encodings for a file, and analyzing the sensitivity of bitrate/PSNR to small changes from the optimum. Change-Id: I9bc81e29e3606178d4322dfe848f12d2fbddcf8b
