Print Preview: Do not send network request on Print Preview startup https://crrev.com/c/1607133 removed prefetching for recent destinations, but Print Preview still tries to prefetch the Google Drive destination from the cloud print server. This results in always sending a network request whenever Print Preview is opened, unless cloud print is disabled. The reason for prefetching Google Drive is that this destination should be displayed in the dropdown only for signed in users, and Print Preview relied on the cloud print server as the source of truth for user sign in state. This CL uses the signin state sent in the initial settings to set the cloudPrintState and user information in Print Preview, and determine whether to display the Google Drive destination in the dropdown. It also changes the destination settings to fetch the Drive destination from the GCP server only when it is selected by the user, to match the behavior used for other recent destinations.
