Revert "[GMNext] Temporarily revert app menu header dynamic color" This reverts commit c898bbea66659a7bea306ae0597eced51f887563. Reason for revert: Past branch date. App menu bg changes have landed, so re-landing this to make app menu consistent. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
