[ios] Scales up the InfobarBanner when tapped.

- Adds a LongPressGesture on top of the PanGesture.
- Whichever gets active will trigger an animation that "pops/scales up"
the banner once the user taps on it or drags it.
- Animates the repositioning of the Banner.
- Adds a small threshold that needs to be crossed in order to swipe up the
banner.
- Changes duration of banner to 8 seconds to take into account the presentation
time. This way we will get around 6 seconds of actual screen time.
