Revert "Notifications: Delay closing out of workarea bounds pop-ups."

This reverts commit 42b45514d9a2859e5462d6ebace35d7081fab26a.

Reason for revert: Broke Mac 10.10 and 10.11 builders, see crbug.com/957033
