Update webgl2_conformance_expectations.

1. Mark more deqp/functional/gles3/textureshadow/cube_* tests that
   failed last night as flaky. If this isn't sufficient a wild card for
   deqp/functional/gles3/textureshadow/cube_* might be necessary.
2. Set conformance/glsl/variables/gl-pointcoord.html as failure. It's
   failing even when marked flaky.
