Revert "[Android] Update min SDK version to 24 (Android 7.0)" This reverts commit 3e32963f8b4ff058186a9e4b884eb0101f2f061e. Reason for revert: Breaks build: https://ci.chromium.org/ui/p/chrome/builders/ci/android-arm/20971/overview [BT:1.12.1] Error: minSdkVersion (24) is greater than maxSdkVersion (23). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
