[Fuchsia] Fix physical device support in runner scripts After http://crrev.com/621027 runner scripts add [] around ipv6 addresses for all ssh commands, but it's required only for scp and it breaks normal ssh command. As result the runner scripts where broken when used with a physical device (-d).
