Add UMA recording when the peak CPU window occurred

This CL adds two metrics recording the time that the peak windowed CPU
usage occurred in an ad frame/page. This is a useful metric to help understand
in what cases these frames are under high CPU usage, either during initial
load of the page or later in the page lifetime.
