[Android] Use MarginLayoutParamsCompat instead of ApiCompatibilityUtils

This CL replaces getMarginStart/setMarginStart and
getMarginEnd/setMarginEnd from ApiCompatibilityUtils with their
equivalents from MarginLayoutParamsCompat.
