Remove feature flag for USB-C cable notifications The USB-C cable notifications feature was enabled behind a feature flag in M101 and released in M102. For the release, the flag remained in place, but was changed to be enabled by default. This CL removes the feature flag used to gate USB-C cable notifications to always have them enabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
