Add UKM metrics for same-site inclusion change due to cross-site redirect chain Add 3 UKM metrics in order to log: * The SameSite value of a cookie being read * The age of a cookie being read * The SameSite value of a cookie being written whenever a cookie would normally be included, but would have been excluded if the redirect chain was taken into account during its same-site context computation. These metrics are similar to the Cookie.CrossSiteRedirectDowngradeChangesInclusion2.Read(Write) UMA metrics. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
