usb: Enable new Windows USB backend by default Based on a stable 1% experimental launch in M-85 new backend appears to be stable. Enabling it by default so that it rolls out to all users as part of M-87. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
