[focusgroup] Align ParseFocusgroup with latest spec draft Align the focusgroup attribute parsing with the formal "determine the focusgroup state" algorithm defined in the HTML spec PR: https://github.com/whatwg/html/pull/11723. With this change, "none" and the behavior token can appear at any position. Before, the these were required to be the first token or parsing would fire an error. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
