Add skeleton mappings for characters that look like hyphens These characters are already handled by the spoof checks and any domain containing them are left as punycode. However, ICU generates different skeletons for some of them, meaning lookalike URL checks don't always catch domains containing these characters. This CL fixes this so that two domains differing by one of these hyphens/dashes always produce the same skeleton string.
