Fix VK window bound adjust with docked magnifier

Revert https://crrev.com/c/1504434 since it is not an app list
only problem. Fix it in MoveWindowToEnsureCaretNotInRect so that
it does not move a window beyond work area top.

Test: Additionally test with a browser window using the repo steps.
