Android: Remove unnecessary no_build_hooks flag

The no_build_hooks flag prevents asserts from being processed in the
tab_ui module. It was added as part of the work towards async DFM
modules. We will need to find an alternative approach when we restart
that work.

Add missing deps that were missed due to the lack of build hooks checks.
