[ios] Log Remind Me Later Default Browser Fullscreen action

In the kDefaultBrowserFullscreenPromoExperiment experiment,
an arm will show a "Remind Me Later" button in the fullscreen promo.
In order to properly analyze the results, separate histograms are
necessary for the user interactions of the promo with the new button
and the interactions in the subsequent impression.

This change also adds the string changes for the second arm of the
experiment, which swaps the "Learn More" text and the description
text in the fullscreen promo. A new string is added for the experiment
"Learn More" text because a numbered list is desired instead of inline.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
