Enable Pausing Exection Context on background freeze by default.

Desktop freezing (which is enabled via finch) will trigger background
freezing. Enable the pause execution path by default for that code path.
Android which is has background freezing enabled by default will now
start taking this code path by default but we don't expect any
interop issues.
