Remove PDM::SetProfiles..() Prior CLs have removed all usages of this function, so it can finally be deleted! See go/pdm-autofill-table-interface why this function shouldn't exist in it's current form. This removes the final usage of enforced profile additions, which are also removed by this CL. One usage of enforced profile updates (RecordUseOf()) still exists. A follow-up CL will remove that too, before the queuing mechanism can be simplified further. This removal saves ~1k of binary size. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
