Introduce NamedMojoMessagePipeServer

NamedMojoIpcServer was used by Chromoting to handle incoming IPCs via
the named pipe, however, we have recently changed our multi-process
architecture a bit, such that the server is run on one process, while
mojo binding happens on another process. NamedMojoIpcServer does both
endpoint connection and mojo binding, so it no longer suits our use
case.

This CL factors out a NamedMojoMessagePipeServer class from
NamedMojoIpcServer, which only does the endpoint connection job. Rather
than binding the message pipe to an implementation, this class just
passes the mojo message pipe via a callback. Chromoting code will then
pass the message pipe to and bind it on the right process.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
