Remove UserVisibleFeatureKey from MqlsFeatureMetadata. This was only used to verify that the feature was enabled in the UI before logging its usage. But if we have a log entry for the feature, that means it should have been enabled to start with. Removing to simplify code, but also onboarding process since there was no easy way to make sure that users of MqlsFeatureMetadata would remember to go back and add the UserVisibleFeatureKey once they integrate with the chrome://settings/AI UI. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
