Enable lacros tests on linux-chromeos-rel Checked from https://ci.chromium.org/p/chromium/builders/ci/linux-chromeos-rel/54652 to https://ci.chromium.org/p/chromium/builders/ci/linux-chromeos-rel/54656 3 jobs were passed. 2 jobs failed with only 1 test failure. It should be safe to re-enable on CI. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
